The University Grants Commission (UGC), in accordance with the findings of the Final National Credit Framework (NCrF) Report, has suggested a number of significant reforms to be implemented throughout the Indian school education system. Students who desire to pursue vocational training or who have good reasons for dropping out of school in the middle of the school year will have several admission and exit options at the school level according to the National Education Policy 2023, which aims to establish these options. At this time, there is no policy about homeschooling, and children are required to earn certifications of passing the class 10 and class 12 board exams in order to be eligible for further prospects.

According to the NCrF, homeschooling, online learning, and other alternative ways of education should be validated, and students who complete these types of education should be accredited and awarded certificates. The NCrF will play the role of facilitator in defining the admission and exit criteria for the various programmes that are being provided by them. It tries to develop credits as a means of measuring the number of hours of effort that a student puts in in addition to the quantity of course work that they have finished.

This framework was developed collaboratively and received support from a number of different educational bodies, including the All India Council for Technical Education (AICTE), the National Institute of Open Schooling (NIOS), the National Council of Educational Research and Training (NCERT), and the National Council of Vocational Education and Training (NCVET), in order to facilitate a smooth transition for students from high school to college.
